About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) intends to procure 145 units of NSN 7RH 1680 016432918 V2, specifically an aircraft oxygen bottle, through a limited source procurement. The solicitation will be conducted using FAR Part 15 procedures and Part 12 policies for commercial items. NAVSUP Weapon Systems Support in Philadelphia plans to solicit proposals exclusively from Mission Systems Orchard Park Inc. and ECI Defense Group Inc., who are considered the Original Equipment Manufacturers (OEM) for this specialized component. The government has determined these are the only known sources capable of providing the part, as they own the technical data rights. Interested organizations may submit capability statements and qualifications via email to Sarah.f.pfeil.civ@us.navy.mil by February 27, 2025, with electronic solicitation procedures to be used and proposals posted on NECO.

The procurement is not a small business set-aside and will be conducted under source authority 10 U.S.C. 2304(c)(1). The anticipated contract award is scheduled for March 2025, with delivery FOB origin. Potential vendors not currently approved to manufacture the material must submit a Source Approval Request (SAR), though the procurement will not be delayed pending SAR approval. The NAICS code for this procurement is 336413, and the Federal Supply Class is 1680, categorizing it under miscellaneous aircraft accessories and components. While the synopsis is not a formal request for competitive proposals, all submissions received within 45 days will be considered, with the government potentially evaluating them for future competitive procurement possibilities. The total quantity requirement is 145 units, and the government expects to negotiate with only one responsible source to satisfy their specific agency requirements.
