About this opportunity

The Defense Logistics Agency (DLA) Troop Support Medical is conducting a sources sought notice for Boston Scientific cardiovascular "procedural packages" that include implants, instrumentation sets, and ancillary products for surgical procedures. The solicitation seeks vendors capable of providing FDA-approved medical products with specialized delivery mechanisms including Just-In-Time (JIT), Direct Vendor Delivery (DVD), and Consignment methods. Vendors must be prepared to have qualified representatives available on-site at Medical Treatment Facilities (MTFs) to provide technical guidance and support before, during, and after surgical implantation. The RFI requires electronic submissions in PDF format to be emailed to matthew.peoples@dla.mill by February 20, 2025. This pre-solicitation notice is a market research effort to identify potential sources and does not guarantee a future solicitation or contract award.

The notice does not specify a specific set-aside designation and does not indicate any incumbent contractors or precise award values. Vendors must demonstrate capability to provide flexible "procedural packages" that can be customized based on individual patient needs, with the ability to deliver products through multiple distribution channels. Technical support must be available 24 hours a day, 7 days a week, and manufacturers must be able to rapidly respond to MTF requirements with on-site representatives. The solicitation focuses on cardiovascular procedural products, with an emphasis on vendors who can seamlessly integrate product delivery, technical support, and surgical consultation. While this is currently a Request for Information, it suggests the potential for a substantial medical supply contract that will require sophisticated logistics and medical product management capabilities.

Notice text

This is a sources sought notice.

The Defense Logistics Agency (DLA) Troop Support is seeking sources capable of providing Boston Scientific cardiovascular “procedural package” (which includes the implants, instrumentation sets and the ancillary products) and surgical procedures used for implantation . The product mix that makes up the "procedural package" varies based on the individual needs of the patient. The instruments are both "used" during the surgery and returned to the vendor or purchased by the hospital so they are readily available on the shelves.

All products must be Food and Drug Administration (FDA) approved.

The products must be delivered Just-In-Time (JIT), Direct Vendor Delivery (DVD) and Consignment.  Under the JIT delivery method, the Medical Treatment Facility (MTF) calls the manufacturer’s field representative who carriers the products into the MTF just-in-time for the surgery.  Under the DVD method an order for products is placed through ECAT and the products are delivered direct to the customer via any transportation carrier.  Under the consignment method MTFs will have the products that make up the procedural package consigned to their facility.

At the request of the MTFs, the manufacturer is required to have a qualified representative on site at the MTFs within the timeframe specified by the facility necessary to meet their requirements.  The manufacturer’s representative provides technical advice and guidance to the physicians before, during and after implantation.  Furthermore, technical support is available twenty-four (24) hours a day, seven (7) days a week.

This is a Request For Information (RFI) and does not commit the U.S. Government to issue a solicitation, make an award or pay any costs associated with responding to this announcement.   All submitted information shall remain with the U.S. Government and will not be returned.

Your response to this RFI shall be submitted electronically in PDF format and emailed to matthew.peoples@dla.mill.
