About this opportunity
The Defense Logistics Agency (DLA) Troop Support Medical is seeking sources capable of providing Boston Scientific Neuromodulation "procedural packages" for medical treatments. These packages include implantable devices, instrumentation sets, and ancillary accessories necessary for surgical procedures. All products must be FDA-approved and can be delivered through three methods: Just-In-Time (JIT), Direct Vendor Delivery (DVD), and Consignment. The vendor must be able to provide a qualified representative who can offer technical advice and support to physicians before, during, and after implantation, with 24/7 technical support available. This Request for Information (RFI) is designed to identify potential sources for these medical supply packages, with responses due by April 21, 2025. Vendors must submit their information electronically in PDF format to rose.schofield@dla.mil.
This pre-solicitation notice does not have a specific set-aside designation and does not commit the U.S. Government to issue a solicitation or make an award. The RFI is specifically focused on medical procedural packages for Boston Scientific Neuromodulation products, with vendors expected to demonstrate capabilities in delivering complex medical equipment and providing comprehensive surgical support. While no specific award value or budget range is mentioned, the procurement involves sophisticated medical devices and support services. The delivery methods allow for flexible procurement, including immediate surgical needs (JIT), direct ordering through ECAT (DVD), and consignment arrangements. The government emphasizes the importance of having technically proficient vendor representatives who can support medical facilities' specific requirements and ensure smooth surgical interventions.
Notice text
This is a sources sought notice.
The Defense Logistics Agency (DLA) Troop Support is seeking sources capable of providing Boston Scientific Neuromodulation "procedural packages". The vendor must be capable of supplying these "procedural packages" including the implantable device, instrumentation sets and ancillary accessories (such as screws, guide wire, etc.) that are necessary for the surgery. The instruments are both “used” during the surgery and returned to the vendor or purchased by the hospital, so they are readily available on the shelves.
All products must be Food and Drug Administration (FDA) approved.
The products must be delivered Just-In-Time (JIT), Direct Vendor Delivery (DVD) and Consignment. Under the JIT delivery method, the Medical Treatment Facility (MTF) calls the manufacturer's field representative who carries the products into the MTF just-in-time for the surgery. The manufacturer's sales representative may bring many sizes and types of implants and other auxiliary products to the surgery along with the instrumentation sets. Under the DVD method, an order for products is placed through ECAT and the products are delivered direct to the customer via any transportation carrier. Under the consignment method, the MTFs will have the products consigned to their facility.
At the request of the MTFs, the manufacturer is required to have a qualified representative on site at the MTFs within the timeframe specified by the facility necessary to meet their requirements. The manufacturer's representative provides technical advise and guidance to the physician before, during and after implantation. Furthermore, technical support is available twenty-four (24) hours a day, seven (7) days a week. This is a Request for Information (RFI) and does not commit the U.S. Government to issue a solicitation, make an award or pay any costs associated with responding to this announcement. All submitted information shall remain with the U.S. Government and will not be returned.
Your response to this RFI shall be submitted electronically in PDF format and emailed to rose.schofield@dla.mil
