Update #1 ·
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to the Bosque School for Bosque Ecosystem Monitoring Program (BEMP) Site Monitoring for Albuquerque District USACE. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the fact that work must be accomplished utilizing Bosque School's existing groundwater wells, vegetation transects, leaf litter traps, and pitfall traps that are on Bosque School's privately owned land. Award of this service contract will be based upon FAR 6.302-3(a)(2)(ii), where the Bosque School is an educational or other non-profit institution that is establishing and maintaining an essential engineering, research, or development capability for the U.S. Army Corps of Engineers, Albuquerque District, as well as the possible responses to this notice, and is solely within the discretion of the Government. Detailed capabilities must be submitted to the following email address no later than 2:00 PM (MST) 18 September 2015, francesca.m.luna@usace.army.mil.
