About this opportunity
U.S. Customs and Border Protection is conducting market research through a Request for Information to identify vendors capable of operating a 24/7/365 enterprise Border Patrol Technical Operations Center providing Network Operations Center, Security Operations Center, and helpdesk support for border detection and surveillance systems, with RFI responses due October 29, 2026. No set-aside is anticipated.
The BPTOC will support three surveillance and detection portfolios: Integrated Surveillance Towers, Mobile systems (Small Unmanned Aircraft Systems, Counter Unmanned Aircraft Systems, Advanced Mobile Surveillance System variants), and Subterranean/Linear Ground Detection Systems. CBP is evaluating an Indefinite Delivery, Indefinite Quantity contract structure issuing portfolio-specific task orders but has not finalized the contract vehicle, NAICS code, or socioeconomic set-aside approach. An incumbent BPTOC provider currently supports portions of the portfolio; transition information will be provided to the successful contractor subject to applicable restrictions.
Contractors must establish a primary BPTOC facility with backup operations site and meet 94 percent threshold/97 percent objective operational availability. Service requirements include Tier 1 and Tier 2 technical support with defined incident priority response times (Priority 1: 1-hour helpdesk acknowledgment, 12-hour NOC/SOC work order initiation; Priority 2: 4-hour and 24-hour; Priority 3: 8-hour and 48-hour). Staff must hold DHS/CBP background investigation clearance. Contractors must distinguish functions performable with own resources, those requiring government or third-party coordination, and those requiring government authority or access.
Critical acquisition details remain under development, including endpoint counts, staffing levels, facility ownership model, tool specifications, and personnel designation. CBP will not pay for information provided and does not intend to award a contract based on RFI responses. Questions must be submitted by October 20, 2026. Team responses are acceptable; formal teaming agreements are not required at the RFI stage.
