Added: May 19, 2017 3:28 pm The Government reserves the right to perform conversions to the Boot, Combat, Temperate Weather, Army, Coyote to a boot with a similar construction due to military readiness requirements to support uniform changes.  Any conversion will be via bilateral modification and issued under FAR 52.212-4 (c) changes.

Solicitation SPE1C1-17-R-0084 will be issued with two separate and independent lots. Lots 0001 and 0002 will be Total Small Business Set-Asides using Commercial procedures (FAR Part 12). Lots 0001 and 0002 will consist of a 1-year Base Term and four 1-year Options.

Solicitation SPM1C1-17-R-0084 will be evaluated under Best Value Source Selection Procedures with the following evaluation factors: Product Demonstration Models and Past Performance Confidence Assessment.

Two Indefinite Delivery, Indefinite Quantity (IDIQ) Type Contracts are anticipated. The quantities for each lot are as follows:

Lot 0001 - Small Business Set-Aside (70% of the total requirement)

Base Year Minimum: 23,736 / AEQ: 153,210 / Maximum: 166,656
Option I Minimum: 23,736 / AEQ: 133,326 / Maximum: 166,656
Option II Minimum: 23,736 / AEQ: 94,956 / Maximum: 166,656
Option III Minimum: 23,736 / AEQ: 94,956 / Maximum: 166,656
Option IV Minimum: 23,736 / AEQ: 94,956 / Maximum: 166,656


NOTE:
Lot 0001 will also incorporate requirements for out-of-tariff sizes with a 120-day production lead-time and special measurement boots with a 21 day production lead time for recruits and a 60 day production lead-time for non-recruits.


Lot 0002 - Small Business Set-Aside (30% of the total requirement)

The items will be procured on a FOB destination basis. Delivery of tariff sizes will be made to Pendergrass, GA. Delivery of out of tariff sizes will be made to various recruit training centers.
Items to be manufactured in accordance with GL-PD-11-01 dated 11 March 2011.
Production Lead Time for tariff and out of tariff sizes is 120 days.
