The contractor is responsible for all personnel, equipment, tools, materials, vehicles, supervision, quality control, and safety compliance under EM 385-1-1, and must submit an Accident Prevention Plan and Activity Hazard Analysis. Personnel requiring unescorted powerhouse access must pass seven-year criminal background checks. A REAL ID is required to attend the site visit on June 16 at 10:00 AM; contractors must notify Roger Montavon at roger.a.montavon@usace.army.mil by June 11 at 10:00 AM to attend. The NAICS code is 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing; PSC code is W054. Service Contract Act prevailing wage rates apply per Wage Determination 2015-5583 (Oregon Hood River, Sherman, and Wasco Counties, effective May 13, 2026). Evaluation is 100 percent inspection-based against specified thresholds for installation quality and timeliness, maintenance response within 24 hours, and removal schedule compliance.
