About this opportunity
The U.S. Army Corps of Engineers (USACE), Portland District has published a Special Notice regarding the Bonneville BN1 Old NL Bridge Replacement project. This notice, issued on March 3, 2026, announces the agency's intent to award a sole-source contract to Jacobs Engineering Group Inc. under the non-competitive acquisition authority established by 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1). The government has determined that Jacobs Engineering Group Inc. is the only responsible source capable of performing the required services due to its role as Designer of Record and its proprietary knowledge of the project. No competitive solicitation will be posted for this requirement. The Portland District is accepting capability statements from other responsible sources through March 18, 2026, as a procedural safeguard, though an award to Jacobs Engineering Group Inc. is anticipated absent affirmative challenges.
Jacobs Engineering Group Inc. is expected to provide Plans and Specifications review, bidder inquiry responses, and Engineering During Construction services throughout the solicitation and construction phases of the bridge replacement project. Interested contractors must submit written capability statements electronically to kristel.m.flores@usace.army.mil no later than 2:00 PM Pacific Time on March 18, 2026; oral communications will not be accepted. The applicable NAICS code is 541330 (Engineering Services) with a size standard of $25.5 million. Any firm seeking to challenge the sole-source determination must demonstrate why it possesses equivalent capabilities; failure to receive responsive submissions by the deadline will result in contract award without further notice. The government bears no responsibility for costs incurred by potential contractors in responding to this notice.
