About this opportunity
The U.S. Army Corps of Engineers Tulsa District has issued a Special Notice for a labor market survey regarding the potential use of Project Labor Agreements (PLA) for the Bomber Agile Common Hangar (BACH) construction project at Tinker Air Force Base in Oklahoma City, Oklahoma. This notice is not a solicitation for proposals and no contract will be awarded from this announcement. The project involves constructing a 4-dock hangar facility for programmed depot maintenance, featuring a single-story structural steel framed hangar bay with full span trusses, support spaces including administrative areas, and all necessary utilities and site improvements. The Corps of Engineers is seeking feedback from the construction community to determine whether implementing a PLA would promote economy and efficiency in the project's administration and completion. This market survey is being conducted for preliminary planning purposes only, with no reimbursement provided for response costs.
The primary purpose of this Special Notice is to gather comprehensive information about local labor market conditions and construction industry perspectives on Project Labor Agreements in accordance with Executive Order 14063, which requires agencies to use PLAs for large-scale federal construction projects. Contractors and construction industry stakeholders are invited to respond to 13 detailed questions covering topics such as local PLA usage history, skilled labor availability, potential scheduling constraints, and the impact of PLAs on project costs and small business participation. Responses must be submitted via email to Jon.A.Larvick@usace.army.mil no later than July 9, 2025, though the notice contains an apparent typographical error listing 2026. There are no specific eligibility criteria for participation in this market survey, as it is open to all members of the construction community who can provide relevant insights. The information collected will help the Corps of Engineers make informed decisions about PLA implementation for this significant airfield construction project, which falls under the Commercial and Institutional Building Construction NAICS category and Construction of Other Airfield Structures PSC classification.
