The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 seeks boiler plant maintenance and water analysis services for the White City VA Southern Oregon Rehabilitation Center and Clinic, with proposals due August 21. The procurement is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses and has been amended to extend the deadline and add a mandatory site visit on August 18 at 10:00 AM Pacific Time at Building 229.
Place of performance is White City, Oregon. The facility operates three 250 HP fire tube boilers with approximately 14 miles of steam and condensate piping. A water treatment specialist with a bachelor's degree in chemical engineering or physical sciences and at least five years of boiler water treatment experience must be assigned and located within 100 miles of the facility. The contractor must operate or maintain a contract with a state-certified laboratory for complete water chemistry analyses. All chemicals must conform to FDA guidelines (CFR 21, 173.310) for boiler water additives and comply with local, state, and federal water pollution regulations; chelant-based chemicals are prohibited. The contractor must be in business for at least five years providing similar services and provide references from at least five customers.
Performance requirements include 99 percent uptime, four-hour emergency response 24/7, monthly site visits, specified water chemistry testing, training sessions, and written reports. The contract manager must be reachable by phone or email within one business day during and outside business hours. The contract runs September 1, 2026 through August 31, 2027 with four optional one-year renewals, totaling $47 million in anticipated value. Service Contract Act prevailing wages apply per wage determination 2015-5571. The NAICS code is 561210, Facilities Support Services.
