About this opportunity

NASA's Marshall Space Flight Center (MSFC) is seeking services from The Boeing Company for the Santa Susana Field Laboratory, focusing on electrical usage, groundwater extraction and treatment system operations, stormwater and surface water treatment operations, emergency contingency operations, and Los Angeles Regional Water Quality Control Board services. The agency intends to issue a sole source contract under 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, which allows for non-competitive procurement. Interested organizations are invited to submit their capabilities and qualifications electronically to Samuel McIlvoy via email by February 8, 2025, at 4:00 PM Central Time. The evaluation will solely determine whether the acquisition should proceed on a competitive basis, with the government retaining full discretion in this decision. NASA Clause 1852.215-84 regarding Ombudsman is applicable to this procurement, and additional information about the Center Ombudsman is available through a provided website link.

This procurement is categorized under NAICS code 541330 for Engineering Services and PSC code F108 for Environmental Systems Protection and Environmental Remediation. The contract is not designated with any specific set-aside status, and no competitive bidding process is currently planned. Boeing is the intended sole source contractor for these services, which suggests they have unique capabilities or historical context with the Santa Susana Field Laboratory site. While specific contract value or precise service quantities are not disclosed in the pre-solicitation notice, the scope appears comprehensive, covering multiple environmental and operational support functions. The procurement timeline indicates a potential contract award following the February 8, 2025 deadline for submitting organizational capabilities, with the exact contract duration and specific performance period not explicitly stated in the notice.
