About this opportunity

The Naval Air Systems Command (NAVAIR) intends to award a sole source Cost-Plus-Fixed-Fee order under existing Basic Ordering Agreement N00019-21-G-0006 with The Boeing Company for Non-Recurring Engineering services to modify, integrate, test, and validate the Infrared Search and Track (IRST) Block II umbilical cable for the F18 Block II IRST Program. The modification solution must not affect the existing IRST System to Aircraft Interface or impact flight-certification of the Block II IRST System. The acquisition is being pursued as a sole source under 10 U.S.C. 3204(c)(1) and FAR 6.302-1, justified on the basis that only Boeing, as the original equipment manufacturer of the F/A-18E/F IRST System, possesses the necessary manufacturing knowledge, experience, and technical data to fulfill the requirement within the required timeframe. This pre-solicitation notice was posted on August 18, 2025, with a due date of September 2, 2025, though the notice serves informational purposes only and is not a request for competitive proposals.

No set-aside designations apply to this procurement, as it is structured as a sole source acquisition with The Boeing Company of St. Louis, Missouri, serving as both the incumbent contractor and the intended awardee under the existing Basic Ordering Agreement established in 2021. Boeing maintains the exclusive position for this work due to their role as the original equipment manufacturer with proprietary technical knowledge and data rights. The contract structure utilizes a Cost-Plus-Fixed-Fee arrangement, though specific award values or budget ranges are not disclosed in the notice. Interested firms seeking subcontracting opportunities are directed to contact Joseph Unger at Boeing via the provided email address. The acquisition falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code 5865 for Electronic Countermeasures equipment.
