About this opportunity
The U.S. Geological Survey (USGS) Office of Acquisitions and Grants is conducting market research to identify qualified sources capable of providing a 19-foot-5-inch aluminum boat with a 115 horsepower four-stroke outboard motor and trailer for the USGS South Carolina Water Science Center in Columbia, South Carolina. This is a Sources Sought Notice intended for market research purposes only and does not constitute a binding request for proposal or commitment to award a contract. The notice is designed to assess industry interest and capabilities across the small business community, including Section 8(a) firms, HUBZone businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Women-Owned Small Businesses (WOSB), and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). The boat specifications include detailed requirements for hull construction, steering mechanisms, fuel capacity, and navigational equipment, with an 18 V-hull modified design and hydraulic steering system. Responses to this Sources Sought Notice are due by December 30, 2025, with inquiries directed to Mindie Dixon at mdixon@usgs.gov, and respondents should note that they will not be notified of evaluation results.
No set-aside designation has been applied to this procurement, and no incumbent contractor or award value information is provided in the notice. The NAICS code assigned is 336612 (Boat Building) with a size standard of 1,000 employees, and the PSC category is 1940 (Small Craft). The notice explicitly encourages small business, Section 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB businesses to participate in providing their capabilities and qualifications. While specific procurement requirements are subject to change prior to any formal solicitation release, the current specifications outline a comprehensive vessel designed for research operations with essential safety and operational features. Interested vendors should be aware that this market research phase serves to establish an adequate competitive pool before the government issues a formal solicitation.
