About this opportunity

The Department of Agriculture Forest Service is conducting a market survey to procure boardwalk deck lumber for a construction project in Florida, specifically seeking 5/4 x 6" x 6' hardwood lumber compliant with the Buy American Act (BAA). The Forest Service requires that suppliers provide detailed cost breakdowns demonstrating BAA compliance, including documentation of material origin, raw product costs, transportation and import expenses, customs duties and taxes, finishing costs, and any other manufacturing expenses. Key qualifications mandate that the hardwood meet specific structural requirements with a modulus of elasticity of at least 3,129,000 PSI, bending strength of at least 25,963 PSI, and shear strength of at least 2,048 PSI, with approved species limited to IPE/bethabara, cumaru, and macaranduba. Evaluation will focus on verified BAA compliance through detailed documentation such as bills of lading, shipping manifests, invoices, and country-of-origin markings from previous projects, rather than simple compliance assertions. Interested suppliers must submit responses by 5:00 p.m. EDT on March 23, 2026, to Contracting Officer Jalisa Sims at Jalisa.Sims@usda.gov.

This is a sources sought notice for information purposes only and is not currently a request for proposals, quotations, or bids. No set-aside designation applies to this procurement. The project requires approximately 3,750 square feet or 7,500 linear feet of material, with an estimated Notice to Proceed date in July 2026. While specific budget information is not disclosed in this pre-solicitation notice, suppliers are requested to provide baseline budgetary costs and available options as part of their responses. Potential incumbents or current contractors are not identified in this market research phase. The Forest Service is gathering market data to establish cost and compliance benchmarks before issuing a formal solicitation for the boardwalk deck construction project.
