About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Basic Ordering Agreement (BOA) Order for procurement of equipment for FFG 66, 67, and LBES to support shipboard and land-based test environment acquisitions. The procurement will be made directly with Northrop Grumman Systems Corporation, which has been determined to be the only responsible source capable of fulfilling the Navy's specific requirements. The contract will be awarded under the authority of FAR 6.302 and 10 U.S.C 2304(c)(1), which allows for non-competitive procurement in specific circumstances. Interested parties may submit their capability information in writing via email to Tracy Biondo at tracy.j.biondo.civ@us.navy.mil by 5:00 PM on February 25, 2025. The government will review submissions and retain discretion to determine whether to proceed with a competitive procurement process.
There are no specific set-aside designations for this contract opportunity. The proposed award is targeted for the 4th quarter of Fiscal Year 2025, with Northrop Grumman Systems Corporation located in Charlottesville, VA, identified as the sole source. The contract falls under the NAICS category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and PSC category 5999 for Miscellaneous Electrical and Electronic Components. While specific award values are not disclosed in the pre-solicitation notice, the procurement is focused on equipment for specific naval vessels and test environments. The government's intent is clear that this is not a competitive solicitation, but rather a direct procurement based on Northrop Grumman's unique capabilities to meet the Navy's precise technical requirements.
