About this opportunity

The Air Force Life Cycle Management Center Armament Directorate at Hill Air Force Base, Utah is conducting market research to identify qualified sources for a potential BLU-138/B Fuze System procurement, with capability statement responses due by October 15, 2026; the government is assessing market competitiveness and the feasibility of a Small Business Set-Aside under NAICS 332993 (Ammunition except Small Arms Manufacturing).

The procurement covers five hardware components: MLU-68 Forward Assembly Initiator Unit, FSU-32/B Electronic Safe and Arm Module, FZU-60/B Bomb Fuze Initiator, interconnect system cabling (weapon routing, umbilicals, and harness sets), and M548 ammunition cans with custom damping inserts. The fuzing system integrates into the 5,000-pound class BLU-138/B penetrator warhead designed to defeat hard and deeply buried targets. Performance is at contractor facilities.

No government Technical Data Package exists; the proprietary design baseline is held by Northrop Grumman Systems Corporation. Contractors must independently generate, validate, and qualify equivalent form, fit, function, and interface documentation, including non-recurring engineering and precision tooling at no initial cost to the government. Manufacturing and technical approach must demonstrate compliance with MIL-STD-1316 and MIL-STD-331 with ISO 9001/AS9100 certification, proactive DMSMS management for microelectronics and critical components, and production capacity readiness.

Respondents must submit a capability statement not exceeding 20 single-sided pages addressing manufacturing approach, production capacity, compliance certifications, and DMSMS strategy, along with company information, CAGE code, employee count, and socio-economic status (small business, 8(a), HUBZone, EDWOSB, WOSB, SDVOSB). Foreign ownership and foreign national involvement must be disclosed. This is market research only; no solicitation currently exists, and responses will not be reimbursed or returned.

PURPOSE

The U.S. Government (USG) is conducting market research to identify qualified sources for a potential BLU-138 Fuze System procurement. This effort will determine market competitiveness and assess the feasibility of a Small Business Set-Aside.

The applicable North American Industry Classification System (NAICS) Code is 332993 - Ammunition (except Small Arms) Manufacturing. This notice seeks industry feedback on capabilities, small business status, and preferred Indefinite Delivery Indefinite Quantity (IDIQ) contract lengths. This is not a solicitation and does not guarantee a future contract.  The Government encourages responses from all small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned.

Interested parties should provide:

  • MLU-68: Forward Assembly Initiator Unit
  • FSU-32/B: Electronic Safe and Arm Module
  • FZU-60/B: Bomb Fuze Initiator.
  • Interconnect System Cabling: High-reliability internal weapon routing, umbilical assemblies, data lines, and power distribution harnesses.
