About this opportunity

The Federal Bureau of Investigation issued a notice of intent to award a sole-source contract to Bloomberg Industry Group for three Bloomberg Terminal licenses, with an option to add additional licenses as needed, by September 24, 2026. The FBI determined that Bloomberg Terminal is the only source capable of meeting requirements; market research found no equivalent system offering the same comprehensive real-time financial data, analytics, breaking news, electronic trading platforms, and regulatory data critical to FBI operations. The contract will run for one year with two potential option years and includes proprietary financial software, analytics, and customer support services. Any responsible source believing it can provide an equivalent subscription may submit a capability statement to Contracting Officer Adelle Bolton at albolton@fbi.gov by 5:00 PM ET on September 24, 2026. The acquisition is conducted under FAR 6.302(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Justification is available upon request. No phone inquiries will be accepted.

Notice text

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

This announcement constitutes the only notice that will be published.

The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source contract with Bloomberg Industry Group (or Bloomberg Finance L.P., as applicable) to provide three (3) Bloomberg Terminal licenses, with the option to add additional licenses as needed, including proprietary financial software, real-time market data, analytics, and associated customer support services. This will be a one year contract with two (2) potential option years.

The Bloomberg Terminal is a proprietary platform owned and operated exclusively by Bloomberg. It provides unique, real-time financial data, analytics, breaking news, electronic trading platforms, and regulatory data that are critical to the mission of the FBI.

Market research indicates that no other source or provider offers an equivalent system that matches the comprehensive data feeds, analytical depth, and universal industry standard provided by Bloomberg terminals. Procuring any alternative product would result in substantial duplication of cost and unacceptable delays to the agency's operations. Justification is available upon request.
