About this opportunity
The Pension Benefit Guaranty Corporation (PBGC) awarded purchase order 16PBGC25P0065 to Bloomberg Industry Group, Inc. on September 25, 2025, for a Bloomberg Law legal research platform subscription. The procurement is structured as a firm fixed price contract with an estimated value of approximately $X million, featuring a 12-month base period beginning September 30, 2025, and four additional 12-month option periods. PBGC justified this sole source award by explaining that Bloomberg Law provides exclusive proprietary content and specialized features that are unavailable from alternative providers, including unique legal treatises, litigation sources, business intelligence coverage, and the BCite legal citator system integrated with Bloomberg Terminal news services. The legal research platform is deemed critical to supporting PBGC's mission of managing pension plans under ERISA, particularly for researching complex issues related to bankruptcy, mergers, and acquisitions. PBGC attorneys require the platform's comprehensive content spanning financial, property, and labor relations information, along with premium business intelligence covering companies, industries, and corporate finance that only Bloomberg Law can provide through its exclusive licensing arrangements.
