About this opportunity

The Defense Information Systems Agency (DISA) is soliciting for the renewal of Bloom software support and licensing for Puget Sound Naval Shipyard & Intermediate Maintenance Facility. The procurement includes Bloom software support renewal and BloomCE Annual Design License renewals, classified as fixed-price, branded/sole-source acquisitions. Prospective contractors must be either the original equipment manufacturer or an authorized reseller, with resellers required to submit confirmation from the OEM. The solicitation incorporates standard FAR and DFARS clauses including small business representations, System for Award Management registration, and Section 508 accessibility standards compliance. The offer due date is April 20, 2026, at 12:00 AM, with submission required via email to alexis.n.corley.civ@mail.mil. No specific evaluation criteria beyond contractor eligibility have been published, as this is a sole-source procurement justified through a Class Justification and Approval document.

This solicitation carries no set-aside designation and is intended as a sole-source award to Point 3D, Inc. The contract covers a base performance period of April 30, 2026, through April 29, 2027, with one optional one-year renewal period. The procurement includes four line items: one unit of Bloom software support renewal, two units of BloomCE Annual Design License renewal for the base period, plus identical optional items for the option year. Delivery is to Puget Sound Naval Shipyard & Intermediate Maintenance Facility, 1400 Farragut Avenue, Building 290, Bremerton, Washington 98314. The underlying Class Justification and Approval authorizes software support renewal only across a broader five-year class period (January 1, 2026, through December 31, 2030) and permits competitive quotes to be solicited from authorized resellers to maximize competition where feasible.
