About this opportunity
The Department of the Navy Naval Sea Systems Command (NAVSEA) intends to use other than full and open competition to award a Basic Ordering Agreement (BOA) with Rolls Royce Marine North America (RRMNA) in support of the VIRGINIA Class submarine program. The BOA will support the Propulsor Program for inspection, repair, and alteration of government-furnished property, propulsor hardware, tooling, and associated support equipment for in-service and new construction VIRGINIA Class submarines. The ordering period for this BOA will conclude five years after award. Funding will come from Shipbuilding and Conversion, Navy (SCN) and/or Other Procurement, Navy (OPN) sources.
This procurement is not set aside, and RRMNA is the only identified source, other than the Naval Foundry and Propeller Center, capable of meeting the Navy's requirements for casting and machining of the propulsor components within the necessary timeframe. The estimated total dollar value of the BOA is $XX million. Procuring from an alternate, unproven source would result in substantial cost and schedule delays that outweigh the benefits of competition.
