About this opportunity
The Bureau of Land Management Idaho Region cancelled this solicitation for digital inventory, spatial documentation, and field validation services supporting the abandoned mine lands program in Idaho, with the cancellation posted July 22. The procurement was a 100% small business set-aside under NAICS 541370 (Surveying and Mapping Services), with quotes originally due August 10.
The work scope required advanced technologies including LiDAR and multispectral imagery to digitally inventory, spatially document, field validate, and risk-rank approximately 14,000 to 15,000 abandoned mine lands features across approximately 12 million acres of BLM-managed land in Idaho. The period of performance ran from August 10, 2026 through June 30, 2027. Deliverables included a field-oriented, standardized geospatial dataset compatible with the Abandoned Mine Site Cleanup Module (AMSCM) schema; a comprehensive geodatabase with risk-sorted attributes; Federal Geographic Data Committee and Department of Interior-compliant metadata; and a risk analysis report with fieldwork recommendations for high-risk and high-density sites. The contractor was required to provide all labor, supplies, and equipment; conduct monthly data transfers and progress meetings; and perform internal quality assurance and quality control. Optional tasks included acquiring higher-resolution imagery and conducting physical ground-truthing at selected sites. Place of performance was the BLM Idaho State Office in Boise. The procurement incorporated Service Contract Labor Standards wage determinations, with prevailing wage rates established for Idaho counties including Ada, Boise, Canyon, Gem, and Owyhee. Award would have been made on best-value basis considering technical capabilities, applicant qualifications, past performance, and price. The cancellation resulted from government re-prioritization.
