About this opportunity

The Bureau of Land Management Colorado Region seeks cultural resource inventory services for the Parachute Creek Watershed Phase II project in southwestern Colorado, with proposals due July 8, 2026. The procurement is a Women-Owned Small Business set-aside with a 100% small business restriction.

Place of performance is the Uncompahgre Field Office in Montrose, Colorado, covering three blocks spanning approximately 1,270 acres across Montrose and Ouray Counties, located roughly 13 miles south of Montrose at elevations from 6,000 to 7,500 feet. The contractor must perform a 100% pedestrian archaeological survey to identify and evaluate cultural resources greater than 50 years old prior to vegetation management activities involving mechanical treatment of pinyon, juniper, and mixed mountain shrub vegetation.

The selected contractor must hold a current BLM Cultural Resource Use Permit and comply with BLM and Colorado Protocol, Colorado Office of Archaeology and Historic Preservation guidelines, and Colorado BLM Handbook standards. Work includes records searches, literature reviews, field inventory with photographic documentation, site evaluations, and evaluative testing (limited to 2 square meters per site when necessary). All fieldwork must be completed by June 15, 2027. The contract runs from July 15, 2026, through August 31, 2027, on a firm-fixed-price basis. NAICS code 541720 applies with a size standard of $28 million. Deliverables consist of a preliminary letter report due within 10 days of fieldwork completion and a final report with site forms, corrected shapefiles, photographs, and maps due by August 31, 2027. Evaluation is lowest-price, technically-acceptable, with technical acceptability as a go/no-go factor, past performance as acceptable/unacceptable, and price as the determining factor among qualified vendors.
