About this opportunity

The Department of the Interior Bureau of Land Management Colorado Region is seeking to procure law enforcement vehicle upfitting services for their Grand Junction Field Office. This solicitation involves the purchase and installation of specialized equipment on emergency response vehicles in accordance with detailed specification requirements. Contractors must maintain active SAM.gov registration, comply with Section 889 clauses, and demonstrate technical capability through response data sheets showing how their products and installation services meet specifications. The evaluation will be based on price and other factors, including past experience with outfitting emergency response vehicles and past performance as assessed through CPARS and FAPIIS systems. The original submission deadline was August 15, 2025, at 5pm Mountain Standard Time, though an amendment dated August 12, 2025, suggests this timeline may have been modified to address vendor questions.

This opportunity is designated as a total small business set-aside under NAICS code 811198 (All Other Automotive Repair and Maintenance) with a size standard of $10 million. The contract will be awarded as a firm fixed price arrangement, with the work to be performed in Grand Junction, Colorado, specifically at 2815 H Road. According to the amendment, the government already possesses the vehicle requiring upfitting, which features a 5'6" bed size and front bumper with infrared lights for night vision capabilities. The performance period runs from August 22, 2025, to October 21, 2025, and contractors located more than 50 miles from the vehicle location must include transportation costs to and from their facility in their proposed pricing. The upfitting specifications include installation of a 24-inch lightbar, rocker switches, computer dock with antenna pass-through, and a master kill switch to prevent battery drainage.
