The following are the questions and the responses submitted concerning the solicitationQUESTION:There is a requirement that says =BFAS350 only: side cargo compartment(s) must be equipped with increased stowage capability of at least 5.5 cu ft.=BF Our aircraft has the left hand sliding door which prohibits the use of a squirrel cheek on that side. We have the squirrel cheek on the pilot=BFs side, as well as the cargo extension in the aft compartment, and can also fit the Dart Utility Cargo basket on the left side for even more cargo carrying capability. My question is does the (s) indicate that it is acceptable to have only one cargo compartment with the =BFsquirrel cheek=BF ANSWER:
The spec does call for external cargo racks (not baskets), but doesn't specify how many. The squirrel cheek in this context is considered an internal storage compartment. Similarly, the spec doesn't really say how many side compartments are required. The total storage capability offered by this configuration is allowed.QUESTION: Who is the incumbent for this requirement=3F

ANSWER: The three main field camps that the aircraft will work out of are Umiat, Ivotuk and Inigok. These camps are within the NPRA, on the North Slope. The aircraft will only spend a few days at most at the designated base of Fairbanks.

Added: Apr 30, 2012 6:22 pm This is a Pre-Solicitation Notice Only. The Department of the Interior, Bureau of Land Management Fairbanks, Alaska has a requirement for flight services using one light helicopter. Contractor-operated and maintained exclusive use light helicopter flight services in support of natural resource missions. Missions will include, but are not limited to, transport of personnel and cargo for remote radio site maintenance and for support of geological, archaeological, paleontological, hydrological, fisheries, wildlife, recreation, realty compliance, and other administrative and related resource activities. This work will include high and low level aerial reconnaissance. The work may involve lodging in Government-provided remote field camps (lodge rooms or wall tents) without modern amenities such as running water and electricity. Approximately 85% of the operations will take place on the North Slope and the Brooks Range, primarily within the National Petroleum Reserve-Alaska. Aircraft furnished under this contract shall maintain the following certifications; A Federal Aviation Administration (FAA) Air Carrier or Operating Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract. A Title 14 of the Code of Federal Regulations (CFR) Part 135 Air Carrier Certificate. The aircraft must be carried on the list required by 14 CFR Part 135.63 or Operations Specifications Part D, "Aircraft Listing," as appropriate. A 14 CFR Part 133 "Rotorcraft External Load Operations" Certificate which authorizes Class B loads, as a minimum. The anticipated contract period will be for one year beginning May 20th, 2012, with three, one-year options. The performance period is projected to begin May, 20, 2012 and run for at least 90 days. The anticipated issue date of the solicitation is April 30, 2012 with a projected closing date of May 10, 2012. It will be a requirement that the successful awardees be registered in the Central Contractor Registry (CCR) and the Online Representations and Certifications Application (ORCA).
