About this opportunity

Naval Sea Systems Command is issuing a notice of intent to sole-source the repair of Building 4E Crane 0018 at Naval Surface Warfare Center, Carderock Division, with a response deadline of July 6, 2026. The intended awardee is CraneWorks, Inc., a sole-source procurement under FAR 13.106-1(b)(1)(i).

The requirement addresses extensive repairs and replacement of a fire-damaged 3-ton hoist and trolley system serving the David Taylor Model Basin. Scope includes structural floor load analysis with a licensed professional engineer's stamp, safe removal of the damaged hoist and trolley system, disposal in compliance with federal, state, and local regulations, and installation of a new Navy-compliant hoist and trolley assembly. All work must complete within 60 calendar days of award.

The estimated contract value is $112,356.67. CraneWorks is designated as the sole source because it is the incumbent crane maintenance contractor under a U.S. Army Corps of Engineers contract at the facility and holds NAVFAC designation as the contractor responsible for maintaining compliance with NAVFAC P-307 standards and NAVSEA requirements. The justification cites continuity of responsibility and the risks of dividing maintenance accountability among multiple vendors.

The Statement of Work requires deliverables including shop repair orders, nondestructive testing documentation, load test certificates, and integrated wiring schematics. Work must comply with OSHA standards, Navy and DOD specifications, and Davis-Bacon prevailing wage requirements. Contracting Officer is Marlanea Kirkbride; Contracting Officer's Representative is Ibrahim Bunduka.

⚖️ Authority and Justification

This acquisition is being pursued on a sole-source basis under the authority of FAR 13.106-1(b)(1)(i), which allows for soliciting from a single source if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available.

The intended source is:
CraneWorks, Inc.
6119 Miller RD
Richmond, Virginia 23231

🔍 Basis for Sole Source

CraneWorks, Inc. is uniquely qualified to perform this repair. They are the incumbent contractor responsible for crane maintenance at the facility under a contract with the US Army Corps of Engineers (USACE) and are the NAVFAC-designated contractor for maintaining compliance with NAVFAC P-307 standards. As the designated maintenance contractor, CraneWorks, Inc. possesses intimate and specialized knowledge of the equipment, its operational requirements, and the governing regulations.

Awarding the contract to another vendor would create a division of responsibility, introduce significant risks, and likely cause unacceptable delays in returning the crane to service. Utilizing CraneWorks ensures continuity of responsibility, accountability, and a seamless and efficient repair process.
