About this opportunity
The U.S. Embassy Brussels seeks a Blanket Purchase Agreement for heating, ventilation, and air conditioning equipment, with proposals due October 31. The BPA is not a standard contract and does not commit government funds; it establishes an overarching framework allowing named individuals to request services on an as-needed basis.
Place of performance is Brussels, Belgium. The agreement runs three years from November 1, 2026, through October 31, 2028, with an aggregate value not to exceed $33,000 EUR. Individual BPA calls may not exceed the Simplified Acquisition Threshold. Pricing and invoicing must be quoted in EUR, and the contract is VAT-exempt under Belgian law. Multiple BPAs may be awarded to maximize practicable competition.
The contractor must supply HVAC materials including boiler spare parts, radiators, thermostatic valves, circulator pumps, ducting, grilles, diffusers, extraction fans, ventilation unit spare parts, sealants, insulation, and replacement parts for critical system failures. The contractor must maintain adequate stock matching installed brands and models, accept orders via email, telephone, or online platform with written confirmation within one business day, and deliver to the Embassy warehouse or allow counter pickup within three business days (24 hours for urgent orders). All deliveries must maintain 98% order accuracy. Additional requirements include 12-month minimum warranties, 48-hour replacement of defective items, technical support for parts identification, security screening for delivery personnel, and compliance with Belgian and EU standards including CE marking and Ecodesign requirements.
Registration in the System for Award Management (SAM.gov) and an NCAGE code are mandatory for all companies. Interested parties must submit indicative pricing information via email to BrusselsBids@state.gov referencing BPA ID #19BE2027Q0001. Evaluation criteria are technical capability, past performance and experience, and price, with award intended on best overall value without discussions.
