About this opportunity
The U.S. Embassy Brussels is issuing a Request for Quotes (RFQ) for a Blanket Purchase Agreement (BPA) to procure delivery, installation, and maintenance of alarm systems at government-owned and leased facilities in the Brussels and Antwerp metropolitan areas. The Department of State will evaluate proposals based on three primary factors: Technical Capability, Past Performance and Experience, and Price, with award to the responsible offeror providing the best overall value. Contractors must employ qualified technicians with at least two years of experience installing and maintaining alarm systems and possess certified electrician credentials. The required alarm systems include specific Digital Monitoring Products (DMP) or AJAX models with detailed component configurations. The proposal deadline is 14:00 hours Central European Time on April 14, 2026, and all interested parties must register on the System for Award Management (SAM.gov) prior to award if their contract value exceeds $40,000.
This solicitation carries no set-aside designation and includes no incumbent contractor reference. The aggregate contract value is not to exceed EUR100,000 (approximately $40,000), and the BPA will remain valid for two years from April 15, 2026, through April 14, 2028, with all calls issued in Euros. Key performance requirements include conducting pre-installation surveys within two working days of request, providing schematics within five working days, completing installations within three working days after schematic approval, maintaining 24/7 emergency technician availability, and replacing inoperable alarms within twelve hours of test completion. The contractor must provide a 24-month minimum warranty on all work and submit weekly reporting of call logs and maintenance records. Work will be performed in Brussels, Belgium, with all personnel required to submit security clearance documentation within seven days of award.
