About this opportunity
The U.S. Embassy Brussels seeks sewer cleaning and maintenance services via a Blanket Purchase Agreement, with proposals due October 31, 2026. The BPA carries no set-aside and is not a standard procurement vehicle—it establishes an overarching agreement permitting named individuals to request services without initial financial commitment.
Place of performance is Brussels, Belgium. The Statement of Work requires comprehensive sewer and drainage system maintenance at the American Embassy Brussels and residential properties, including control and inspection of pipes; removal of debris and sediment from roofs and gutters; cleaning and flushing of downspouts and drains; and clearing blockages following storms or emergencies. Scheduled cleaning services must be completed within agreed windows with confirmation at least five business days prior. Urgent overflow or leak responses require on-site arrival within 24 hours; non-urgent blockages within three business days. The contractor must submit service reports within three business days of each visit, comply with Belgian Code on Well-being at Work requirements for work at heights, provide all necessary equipment and personal protective equipment, and carry valid public liability and workers' compensation insurance plus all required licenses and permits for waste transport in Belgium.
The BPA is valid for two years (November 1, 2026 through October 31, 2028) with an aggregate call limit of $33,000 or EUR 33,000 equivalent, though total BPA value may not exceed $40,000 until the vendor registers in SAM. All pricing and BPA calls are issued in EUR and VAT-exempt under Belgian tax law. Quotations must include fixed pricing per scheduled cleaning visit and fixed hourly rates for on-call services. Evaluation criteria are technical capability, past performance and experience, and price, with award to the responsible offeror offering the best overall value under FAR Part 12 simplified acquisition procedures. NAICS 2213; PSC 4630.
