About this opportunity
The United States Department of Agriculture's National Agricultural Statistics Service (NASS) issued a Sources Sought Notice for Blaise 4 & 5 Software Licenses on November 6, 2025, with responses due by 12:00 PM EST on November 13, 2025. This notice is informational and does not constitute a formal solicitation, though vendor responses will inform the government's acquisition strategy for a future solicitation. NASS requires software licensing to support 16 developers and 800 interviewers, including Blaise Component Pack and two Blaise Computer-Assisted Telephone Interviewing (CATI) Server licenses. The evaluation criteria for future solicitations will focus on vendors' capability to perform the stated requirements and their interest in participating in any resulting acquisition. Interested vendors must submit responses limited to 10 pages that include their organization name, contact information, SAM UEI, business size status for NAICS Code 518210, a statement of interest, and a capability statement addressing the technical requirements.
This procurement carries no set-aside designation and will cover a twelve-month base period from November 30, 2025, through November 29, 2027, with two optional twelve-month extensions available. Westat, Inc. is identified as the sole authorized distributor of Blaise software in North and South America through 2027, which represents a significant market consideration for potential vendors. NASS has utilized Blaise software for over 20 years to manage more than 120 active survey instruments and must maintain the capability to process large-scale survey data from up to three million respondents across multiple collection modes. The government emphasizes that transitioning to alternative software would require over one million dollars in costs and multiple years for implementation, underscoring the critical nature of this requirement to NASS's data collection mission. No specific award value or budget range is disclosed in this Sources Sought Notice, as the document is solely intended to gather market research and vendor capability information.
