About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure turbine engine blades (NSN 7H-2835-014575652) with a quantity of 1,159 units. The government intends to solicit and negotiate with only one source under FAR 6.302-1, as they do not own the data or rights to procure repair of this part from alternative sources. Potential vendors can identify their interest and capability to respond to the requirement within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate proposals based on their ability to meet the specific technical requirements, with a determination of competitive procurement being solely at the government's discretion. Interested parties must submit proposals, quotations, or capability statements demonstrating their capacity to fulfill the contract requirements.
The pre-solicitation notice indicates no specific set-aside for this contract opportunity. The delivery will be FOB origin for the specified quantity of turbine engine blades, with a current solicitation period extending until April 18, 2025. The procurement is subject to potential Free Trade Agreements, as indicated by possible inclusion of DFARS clauses 252.225-7036 and 252.225-7021. The government has determined it is uneconomical to purchase the data rights or reverse engineer the part, which limits potential competition. Vendors interested in providing a commercial item alternative must communicate their capabilities to the contracting officer within 15 days of the notice. The contract falls under Product Service Code 2835 for Gas Turbines and Jet Engines, specifically focusing on non-aircraft prime mover and component parts.
