A respondents available production capacity must be sufficient to manufacture military-grade Black Powder at a quantity range of 50,000-150,000 pounds per year to support a contemplated five-year contract.

If a respondent does not currently have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate the ability to obtain those resources in a timely manner. If a respondent chooses to utilize the services of sub-tier sources or subcontractors, those vendors or subcontractors must also meet these criteria.
