About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 23 has awarded a sole-source contract to Monument Health Rapid City Hospital for Board Certified Nephrology Physician Services to the Black Hills Health Care System on a sole-source basis, with an estimated total value of $377,347.20.
The justification cites FAR 6.302-2, unusual and compelling urgency. The incumbent contract 36C26321C0028 expired on June 30, 2026, leaving insufficient time to conduct a competitive procurement before service interruption. Monument Health is identified as the sole source based on existing physician credentialing, integration with VA clinical workflows, established patient relationships, and institutional knowledge that cannot be immediately replicated within the required timeframe. Market research across Co-Pilot, SBA, DSBS, VetCert, GSA Advantage, and SAM.gov identified no alternative vendors in South Dakota capable of providing specialty nephrology physician services. The period of performance runs from July 1, 2026 through June 30, 2027. Place of performance includes three on-site BHHCS locations: Fort Meade Campus, Hot Springs Campus, and Rapid City Community-Based Outpatient Clinic, all in South Dakota. The pricing of $377,347.20 represents an increase of approximately $34,821.36 from prior pricing due to market-wide cost escalation. The agency commits to conducting a fully competitive follow-on procurement to eliminate barriers to competition for future acquisitions.
Notice text
The Department of Veterans Affairs VISN 23 requires on-site, Board Certified
Nephrology Physician Services to ensure continuity of specialized renal care for
Veterans of the Black Hills Health Care System. These services are essential for
providing evaluation, treatment, and management of complex nephrology conditions
and must be available without interruption. In accordance with the Performance
Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP), the
Contractor shall furnish all qualified physician labor and expertise necessary to meet
or exceed community standards of care. Due to the specialized nature of nephrology
services and the need for consistent clinical coverage, obtaining these services from
another source at this time would result in unacceptable delays in patient care.
Therefore, a one-year sole-source procurement is required to ensure uninterrupted
services while the follow-on competitive acquisition is being developed.
See attached justification PDF for additional details.
Awarded contract 36C26326D0062 to unknown vendor for unknown amount on 2026-08-31.
