About this opportunity

The U.S. Army Medical Research Acquisition Activity (USAMRAA) plans to award a sole source contract to Hottinger Bruel & Kjaer, Inc. (HBK) for the continued maintenance of sound and vibration measurement and analysis hardware and software used by the United States Army Aeromedical Research Laboratory (USAARL). The hardware and software are proprietary to HBK and are used by USAARL for sound and vibration data acquisition and analysis. Responses to this notice must be received by 27 July 2023.

The products and services to be provided by the contractor are:

  1. Maintenance of sound measurement hardware and software.
  2. Maintenance of vibration measurement and analysis hardware and software.
  3. Data acquisition services.
  4. Analysis services.
  5. Stability testing.

The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price, sole source Contract on behalf of the United States Army Aeromedical Research Laboratory (USAARL) to Hottinger Bruel & Kjaer, Inc. (HBK), located in Marlborough, MA, under the authority as prescribed in FAR 13.106-1(b) (1), only one source reasonably available that will satisfy agency requirements. This requirement is for the continued hardware and software maintenance of the existing sound and vibration measurement and analysis hardware and software of which is developed and manufactured by HBK.

USAARL uses this equipment to conduct sound and vibration data acquisition and analysis. Additionally, USAARL is currently using the hardware and software that are propriety to HBK, Inc. under W81XWH20P0127. Due to the continued, the continued use of the same vendor currently providing the stability testing is required.

This notice of intent is NOT a request for quotations (RFQ) and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide these services.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.

Any other firms desiring consideration must submit capability statements and identify their interest and capabilities to provide these services. Responses to this notice must be received no later than 11:30 AM Eastern Time, 27 July 2023.
