About this opportunity

The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Statistics is conducting market research through a Request for Information (RFI) to explore technical solutions for a national Law Enforcement Calls for Service Data Platform, with responses due by September 22, 2026.

BJS seeks to establish a uniform, publicly available, event-based national collection of law enforcement calls for service captured in computer-aided dispatch (CAD) systems. The platform will function as a national repository, analytic tool, and public data dissemination mechanism to measure law enforcement workload including criminal and non-criminal police-public engagement. Required vendor capabilities include demonstrated experience managing large-scale government projects, CAD event data management and complex data transformations, designing standardized data collection schemas across public safety software vendors, and managing sensitive data with disclosure avoidance techniques.

The platform must include six components: Agency (organizational information), Dispatch (real-time CAD event data), Insights (analytical dashboard), Collaboration (inter-jurisdictional data sharing), Public (sanitized national data dissemination), and Interoperability (linkage with fire and emergency medical services data). A three-year phased implementation approach is anticipated. NAICS codes under consideration are 541611 (Administrative Management and General Management Consulting Services) or 541720 (Research and Development in the Social Sciences and Humanities), with industry input welcome.

Responses are limited to 10 single-sided pages and must be submitted by email to Jamila A. Garrett, Contract Specialist, at Jamila.Garrett@usdoj.gov. Submissions should include vendor contact information, business designation, socioeconomic status, government contracting vehicles, capability statements, three past performance examples with customer contacts and contract values, and a non-binding cost estimate range. This RFI is market research only; the government provides no obligation to issue a solicitation or award a contract.
