About this opportunity

The Department of Homeland Security's Countering Weapons of Mass Destruction program issued a Limited/Sole Source Justification for BioWatch Field Collection Operations, awarding contract 70RWMD26F00000009 to LRS Federal LLC on January 27, 2026. The contract requires daily sample collection year-round from multiple geographically dispersed BioWatch collector sites across Washington D.C., Virginia, Maryland, and other DHS-identified locations, with transportation of samples to the Laboratory Response Network in Washington D.C. and CDC-designated laboratories in Baltimore and Richmond for analysis. DHS invoked the urgent and compelling need authority under FAR 8.405-6(a)(1)(i)(A) to justify the sole-source award, citing the loss of the existing Cooperative Agreement recipient due to a presidential Executive Order affecting the Payment Management System and the critical nature of this biological detection mission to national security and public safety. The six-month base period award to LRS Federal LLC is valued at $727,962, with the contractor leveraging over 10 years of prior experience in these operations to resume services immediately without operational lag or additional training requirements. The justification emphasizes that competing the requirement would cause unacceptable delays, while the limited contract term provides time for another agency to establish long-term continuity through an FY25 Cooperative Agreement.
