About this opportunity
The Department of Homeland Security Office of Procurement Operations, on behalf of the Science and Technology Directorate, is issuing a Request for Information on biosurveillance and biological detection capabilities with responses due by 5:00 PM Eastern Time on June 5, 2026. This is a market research RFI only; no formal solicitation is guaranteed, and the Government will not pay for responses or demonstrations. All businesses, small and large, academic institutions, FFRDCs, national laboratories, and nontraditional developers are eligible to respond.
DHS seeks information on current, emerging, developmental, or operational capabilities supporting detection, identification, characterization, and response coordination related to biological threats across airborne, environmental, waterborne, foodborne, vector-borne, human, animal, agricultural, maritime, and transportation pathways. The Government is particularly interested in technologies integrating AI-driven analytics and machine learning for early warning, threat detection, situational awareness, biological event characterization, operational decision support, response coordination, and risk assessment.
Key capability areas include detection of known biological threats through multi-domain sampling and sensing systems; detection of unknown or anomalous biological activity using AI/ML-enabled approaches and genomic analysis; integrated biosurveillance and situational awareness through federated data fusion; rapid validation and characterization using portable sequencing and field-deployable diagnostics; and scalable, interoperable biosurveillance ecosystems with open architectures, API compatibility, and cybersecurity protections. Responses must not exceed 20 typewritten pages in Microsoft Word or PDF format using 12-point font and 1-inch margins, address 32 numbered questions covering technical approach, technology readiness level, false positive/negative characteristics, cybersecurity, interoperability standards, cost estimates, and deployment timelines, and be submitted to opoindustryliaison@hq.dhs.gov with subject line "RFI - 70RSAT26RFI000019 - Biosurveillance and Biological Detection Capabilities."
