***NOAA'S PACIFIC MARINE ENVIRONMENTAL LABORATORY (PMEL) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH BIOSPHERICAL INSTRUMENTS OUT OF SAN DIEGO, CA FOR QUANTITY OF 7 UNITS UNDERWATER PHOTOSYNTHETICALLY AVAILABLE RADIATION (PAR) SENSORS.

******THE SOLE SOURCE DETERMINATION IS BASED ON COMPATIBILITY TO EXISTING SYSTEMS OR EQUIPMENT – THE REQUIRED SUPPLIES OR SERVICE MUST BE COMPATIBLE IN ALL ASPECTS (FORM, FIT, AND FUNCTION) WITH EXISTING SYSTEMS OR EQUIPMENT AND THE SOURCE IS UNIQUELY QUALIFIED TO MEET NOAA’S REQUIREMENT. THE PROCUREMENT IS FOR UNDERWATER PAR MEASUREMENTS AT NOAA ECOSYSTEM & FISHERIES-OCEANOGRAPHY COORDINATED INVESTIGATIONS’ (EcoFOCI’S) LONG-TERM MOORING SITES IN THE BERING SEA. THE REQUESTED PAR SENSOR COLLECTS HIGH-RESOLUTION DATA OVER 6-12 MONTHS DEPLOYMENTS, WHICH IS ESSENTIAL FOR UNDERSTANDING SEASONAL PHYTOPLANKTON PRODUCTIVITY AND ECOSYSTEM RESPONSE TO CHANGING LIGHT CONDITIONS IN A REGION THAT SUPPLIES OVER 40% OF U.S. COMMERCIAL SEAFOOD. THE INSTRUMENT IS FULLY COMPATIBLE IN FORM, FIT, AND FUCTION WITH EcoFOCI’S EXISTING MOORING HARDWARE, DATA LOGGERS, AND POST-PROCESSING WORKFLOWS, MINIMIZING INTEGRATION TIME AND ENSURING CONSISTENCY WITH ONGOING LONG-TERM TIME SERIES.
