About this opportunity
The International Boundary and Water Commission (IBWC) is seeking a contractor to purchase and install biosolids electro-osmosis and low temperature dryers, along with automated screw presses, for the Nogales International Wastewater Treatment Plant located in Rio Rico, Arizona. The solicitation will require the selected contractor to provide all necessary labor, materials, equipment, and supplies to replace two existing 2.5-meter belt filter presses with new biosolids processing equipment that ensures redundancy. Prospective bidders must be registered in the System for Award Management (SAM) and have the NAICS code 423830 listed under their Representations and Certifications. The contract will be awarded using a best value methodology, specifically targeting the lowest-priced technically acceptable offeror. Interested contractors should monitor SAM.gov for the official solicitation, which is anticipated to be released on or around April 7, 2025, with a minimum 30-day response period.
The opportunity is designated as a total small business set-aside, with a size standard of 100 employees for the applicable NAICS code. The project is estimated to be valued at over $10,000,000, with a planned performance period of 540 calendar days following the notice to proceed. The solicitation will result in a Firm-Fixed Price (FFP) contract and will be procured through full and open competition. Contractors will be required to provide detailed design specifications for equipment enclosures and necessary connections, with a site visit date to be specified in the eventual solicitation. The primary point of contact for this procurement is Mr. Seone Michael Jones, who can be reached via email at seone.jones@ibwc.gov, though telephone inquiries are explicitly prohibited.
