About this opportunity

The Department of Health and Human Services Food and Drug Administration (FDA) is seeking to procure a sophisticated biorelevant characterization system for subcutaneous injections through a solicitation (RFQ 75F40125R00066). The system will be used by the Center for Drug Evaluation and Research (CDER/OPQ/OPQR) to expand its capacity for assessing pharmaceutical product quality, safety, and efficacy, with a specific focus on investigating drug release performance under simulated physiological conditions. The procurement requires an in vitro system with advanced features including an artificial extracellular matrix, integrated camera and turbidity sensors, inline fiber optic probes, pH monitors, and an automated sample fraction collector. Offers will be evaluated on two primary factors: technical compliance and price, with the goal of selecting the most advantageous proposal. Key dates include a question submission deadline of May 2, 2025, a quotation due date of May 9, 2025, and a 90-day quotation validity period.

The solicitation is designated as a total small business set-aside, targeting companies with 1,000 or fewer employees in the Analytical Laboratory Instrument Manufacturing (NAICS 334516) category. The contract includes a base period of 180 days for delivery and installation, followed by a 12-month manufacturer's warranty and optional post-warranty service agreements. Vendors must submit two separate volumes: a 10-page technical volume and a pricing volume with a firm-fixed-price quote. The delivery location is the FDA facility in St. Louis, MO 63110, with a total contract duration not to exceed 72 months. Contractors will be required to provide comprehensive technical support via phone and internet throughout the instrument's lifecycle, and the government will conduct inspections and acceptance within 30 business days of delivery. While specific award values are not explicitly stated, the solicitation indicates a comprehensive procurement that includes the characterization system, installation, instrument qualification, training, and potential future service agreements.

Notice text

The scope is to purchase and install an in vitro biorelevant characterization system for subcutaneous injections at the injection site in an artificial extracellular matrix (ECM) with integrated camera and turbidity sensors, inline fiber optic probes, pH monitors, and an automated sample fraction collector for unattended operation and media refill after sampling. The aim is to expand and augment the capacity and capability of CDER/OPQ/OPQR to ensure quality, safety and efficacy of pharmaceutical products. In particular, this in vitro system will offer the capability for investigating the release performance of subcutaneous formulations under simulated physiological conditions. It assesses the critical drug attributes, risk and performance of subcutaneously administered drugs including biologics, peptides and small molecules.
