About this opportunity
The US Geological Survey Office of Acquisitions and Grants seeks Chronic Wasting Disease (CWD) Enzyme Linked Immunosorbent Assay (ELISA) Test Kits on a Blanket Purchase Agreement basis, with quotations due May 19, 2026. Amendment 0001, posted May 12, 2026, removed the original Women-Owned Small Business set-aside and reopened the procurement to Full and Open Competition.
Performance runs June 1, 2026, through May 31, 2031, with a not-to-exceed value of $200,000 over the five-year period. Delivery is to the USGS National Wildlife Health Center, Madison, Wisconsin. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6640, Laboratory Equipment and Supplies.
ELISA kits must be NAHLN-compliant, validated for white-tailed deer, mule deer, elk, and moose, and detect misfolded prion protein (PrPres). Minimum performance standards are 95% diagnostic sensitivity and 98% diagnostic specificity, with repeatability less than 15% coefficient of variation within a run and reproducibility less than 20% across runs. Kits must support high-throughput processing of 90 or more samples per plate with assay run time not exceeding four hours and be compatible with standard microplate readers without requiring proprietary equipment. Deliverables include coated microplates, controls, enzyme conjugate, substrate, buffers, stop solution, detailed instructions, lot-specific Certificates of Analysis, Safety Data Sheets, and itemized packing slips. Materials must ship in temperature-controlled containers with minimum six months remaining shelf life and storage capability at 2–8°C. The contractor must maintain GMP/ISO-compliant quality systems, provide technical support, notify the Government of recalls, and replace defective kits at no additional cost.
Awards will be made on firm fixed-price basis to the lowest-priced quote determined to be technically acceptable. Only authentic, manufacturer-certified products in original packaging are acceptable; gray-market, counterfeit, and resale items are prohibited. The BPA is non-enforceable and cancellable by either party with 30-day written notice.
