About this opportunity

The Library of Congress has issued a Special Notice for a sole-source contract to enhance the BIBFRAME Scriptshifter Utility, a specialized transliteration tool that converts non-Latin scripts to Latin alphabet. The notice indicates the Library's intent to award the contract to Stefano Cossu, the original developer of the Scriptshifter, who has uniquely developed the utility over multiple previous contracts. Cossu is considered the only viable source for continuing the development and maintenance of this critical infrastructure tool. The contract will span a base year and three option years, focusing on expanding the utility's capabilities to include additional complex script languages. The opportunity is currently designated as a sole-source procurement, with the Library of Congress reserving the right to proceed with this approach.

Contractors interested in challenging the sole-source designation must submit a comprehensive capability statement by June 12, 2025, at 5:00 pm ET to the contracting officer via email. The capability statement must not exceed five double-spaced pages and include specific details such as company information, SAM Unique Entity Identifier, corporate structure, references, and resumes of key personnel demonstrating relevant expertise. The primary objective of this contract is to enhance the Scriptshifter's transliteration capabilities, with planned improvements for languages including Thai, Lao, Khmer, Tibetan, Burmese, Devanagari, Yiddish, Arabic, Pushto, Sindhi, Kurdish, Persian, and Urdu. The utility will be developed to improve romanization processes, integrate with existing Library of Congress systems like BIBFRAME, and potentially leverage machine learning models for script conversion. Despite the opportunity for alternative vendors to submit capability statements, the Library maintains the prerogative to proceed with the sole-source award to Stefano Cossu.
