About this opportunity

The Department of the Interior Bureau of Reclamation seeks emergency piping repair services for the Brackish Groundwater National Desalination Research Facility (BGNDRF) located in Alamogordo, New Mexico. The work involves excavation, inspection, and replacement of two 4-inch valves and one 6-inch valve serving storage tanks, along with associated fittings and piping systems that have developed leaks near Pad 10. The facility is currently operating at reduced capacity and faces potential unauthorized discharges subject to New Mexico Environment Department permits, making this repair urgent. Key contract requirements include the use of specific materials such as C900 piping for 4-inch and 6-inch lines, Schedule 80 PVC for 2-inch piping, and MEGA couplings for all connections, as well as compliance with OSHA Part 1926 Construction standards and Reclamation Safety and Health Standards. The government will award to the responsible offeror submitting the lowest quote, and the Pre-Solicitation Notice was posted on April 27, 2026, with a response deadline of May 11, 2026. Interested contractors should direct inquiries to the Contracting Officer, Kristen Ruiz Jimenez, at Kristen_ruizjimenez@ios.doi.gov.

This procurement is designated as a Total Small Business Set-Aside (100 percent), with the applicable Small Business Size Standard of $19.0 million under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). No incumbents or current contractors are identified in the Pre-Solicitation Notice. The acquisition is at or below the simplified acquisition threshold, and no solicitation will be posted on the System for Award Management (SAM); rather, quotations will be solicited directly from suppliers. The contractor must complete all work within 30 days of contract award, subject to adjustments for parts availability or weather impacts, with work performed during standard business hours (Monday through Friday, 7:30 AM to 4:30 PM MST). Critical submittals include a project schedule due within two days of award, an excavation work plan due within seven days, proposed materials due within seven days of excavation, and a summary installation report with drawings and photographs due within 14 days of completion. The specific dollar value of this contract opportunity is not disclosed in the Pre-Solicitation Notice.
