This notice is issued pursuant to FAR 13.106(b) and 10 U.S.C. 2304(C)(1), which authorize sole-source procurement when competition is deemed impractical or unnecessary.
Interested vendors may submit documentation by December 11, 2025, at 10:00 AM EST demonstrating clear and convincing evidence that competition would be advantageous to the government. All responses must be submitted via email to Marjorie Gray at marjorie.m.gray2.civ@us.navy.mil with concise documentation supporting claims of competitive capability. Interested parties must be registered in the System for Award Management (SAM) prior to submitting any response, and oral communications are not acceptable.
