Notice text
The Department of Justice, Tax Division intends to award a sole source purchase order under the authority of FAR 13.601-1 (b)(1)(i) to Levit & James, Inc. of 50 Sycolin Rd. SE, Leesburg, VA for maintenance of the existing Agilent Technologies system. A determination not to compete this proposed procurement is based on the company's unique ability to satisfy the agency's requirement. The Tax Division has a highly customized desktop based on the Microsoft Office 2016 business suite and the iManage Document Management system client. The IT staff has had to make a significant number of configuration changes in order to get the system to work. This highly customized environment limits the types of software we can deploy. If we install a piece of software that does not work in our environment, either the software will be useless or it will break the original configuration. If our attorneys are not able to draft briefs or access the document management system, it will significantly impair their ability to do their work.
The Tax Division has tested several products for generating tables of authorities (TOA) and Best Authority is the only one that works properly in our environment. TOA software allows legal staff to create highly accurate tables of authorities from legal documents. Best Authority provides a robust scanning engine to accurately find and mark legal citations in documents. It provides a user-friendly interface for the review and correction of citation errors; and the flexible TOA builder allows automatic formatting of the TOA. The Tax Division will continue to test other software to fulfill this need but for now, the software meets the fundamental requirements of interoperability in our environment and function. The Government contemplates award of a firm fixed price purchase order resulting from this notice. Interested persons may identify their interest and capability to respond to the requirement. This synopsis is posted for informational purposes only and is not a request for competitive offers. A determination by the Government not to compete this proposed purchase order based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, a sole source purchase order to will be issued without further notice. Inquires will only be accepted by email.
