About this opportunity

The Office of Personnel Management (OPM) is seeking industry input and potential contractors for Benefits Enrollment and Premium Administration Services for the BENEFEDS Program. The agency requires a vendor to develop, enhance, and implement the existing BENEFEDS Portal, which manages enrollment, payroll deductions, and premium reconciliation for voluntary federal benefit programs including FEDVIP, FSAFEDS, and FLTCIP. Interested vendors must demonstrate experience with insurance programs of equivalent size and scope, provide detailed information about company capabilities, and submit responses by March 4, 2025, at 3:00 PM EST. Respondents are limited to a 20-page submission and should focus on providing information under NAICS codes 541611 and 524292. The notice emphasizes the need for human-based customer service, a 24/7 enrollment website, and a call center capable of supporting multiple languages.

The current solicitation is not set aside for small businesses, though OPM is exploring that possibility through this market research process. The contract will include a 6-month start-up period estimated to begin June 30, 2026, followed by a base period and three potential one-year option periods extending through December 31, 2030. The scope of services will cover managing over 6 million FEDVIP enrollments, 500,000 FSAFEDS participant allotments, and 260,000 FLTCIP premium payments. Contractors must interface with over 50 payroll providers and 13 FEDVIP carriers, and obtain an Authorization to Operate (ATO) during the start-up period. All services must be performed within the United States, with strict requirements for system security, privacy compliance, and a pricing structure that includes fixed-price line items for start-up costs and service fees based on enrollment types.
