About this opportunity
The Indian Health Service (IHS), Bemidji Area, within the Department of Health and Human Services, has issued a Notice of Intent to Issue Sole Source Award for behavioral health transport services for Red Lake Hospital in Red Lake, Minnesota. The agency intends to award a firm fixed price contract to the Red Lake Tribal Council's Red Lake Department of Public Safety on a sole source basis under FAR 13.501(a), citing that only one source is reasonably available. The contract will cover a base period plus four option years for transporting behavioral health patients to accepting healthcare facilities. The total estimated contract value is $260,000, classified under NAICS code 921150 for American Indian and Alaska Native Tribal Governments. The point of contact for this acquisition is Purchasing Agent Winona Kitto.
The purpose of this sole source procurement is to secure specialized transportation services for behavioral health patients requiring 72-hour holds at healthcare facilities, with the Red Lake Police Department identified as the only local entity capable of providing these critical services. While this notice is not a request for competitive quotes, interested parties have until September 15, 2025, to respond and demonstrate their capabilities to the purchasing agent. Any responding organizations must provide clear and convincing evidence that competition would be advantageous to the government, along with technical capabilities demonstrating their ability to meet the specialized requirements. The IHS will consider responses solely to determine whether to conduct a competitive procurement instead of the planned sole source award. This represents a follow-on requirement to previous transportation services, with market research confirming the Red Lake Police Department as the sole source for these specialized patient transfer services.
