About this opportunity

The National Park Service (NPS) is conducting a market survey to assess contractor interest and capability for beach access upgrades at Apostle Islands National Lakeshore (APIS) in Wisconsin. The project involves comprehensive demolition and construction work, including removal of existing structures and vegetation, followed by construction of a new staircase, pathway, concrete paving adjacent to existing parking lots, retaining walls, and vegetative surface restoration. Contractors must be registered as small businesses in the System for Award Management (SAM) under NAICS code 237990 (Other Heavy and Civil Engineering Construction), which has a small business size standard of $45 million. Interested firms must submit the attached Market Research Sources Sought Survey to evaluate their qualifications and bonding capacity. The response deadline is September 22, 2025, and all costs associated with providing information are the contractor's responsibility.

This opportunity does not utilize any set-aside designations, though the agency shows preference for various socio-economic categories including Women-Owned Small Business (WOSB), HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB). The anticipated construction magnitude ranges between $500,000 and $750,000, requiring contractors to carefully consider their bonding capacities when responding. Work is expected to commence in March 2026, providing a clear timeline for project execution. This market survey represents an initial information-gathering phase and does not constitute a commitment by the government to issue a formal solicitation. Any future formal solicitation will be posted on SAM.gov, and contractors should note that this current notice is purely for market research purposes to inform the Contracting Officer's acquisition strategy determination.
