About this opportunity
The Defense Logistics Agency Land and Maritime is pursuing an Indefinite Quantity Contract for battery storage supplies, specifically NSN 6140016106102, to support military depot replenishment. The solicitation (SPE7LX25R0030) seeks a three-year base contract with a potential one-year option, totaling four years of potential performance. The government will utilize a comprehensive evaluation approach that considers price, delivery capabilities, past performance, and other solicitation-specified factors. A unique aspect of this procurement is the planned use of online Reverse Auctioning, where offerors' prices will be anonymously disclosed during the bidding process. The solicitation will be available online on April 16, 2025, with proposals due by May 16, 2025, and interested parties are expected to submit offers in English and US dollars. The procurement will follow FAR Part 12 policies for commercial item acquisition.
The contract opportunity is unrestricted, meaning no specific small business set-aside is in place, and the estimated yearly quantity is 2,374 battery units. The procurement falls under the Battery Manufacturing NAICS category (335910) and Product Service Code 6140 for rechargeable batteries. While specific award value ranges are not explicitly detailed, the contract includes provisions for firm fixed pricing throughout its performance period. Potential offerors must be prepared to meet comprehensive requirements, including potential small business participation commitments of at least 3% of total contract value. The government will require documentation of small business participants across various categories such as Small Disadvantaged Business, Veteran-Owned Small Business, HUBZone, Woman-Owned Small Business, and Service-Disabled Veteran Owned Small Business. Interested contractors should carefully review all solicitation documents and be prepared for potential on-site inspections and strict compliance with military specification standards.

The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offeror’s proposed prices will be publicly disclosed to other offeror’s and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offeror’s (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A").
