About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 1,366 battery assemblies under NSN 1H-6140-014685954. The government has determined it does not own the data or rights necessary to procure this item from multiple sources and has concluded it would be uneconomical to purchase the data rights or reverse engineer the component. The agency intends to conduct negotiations with only one source under FAR 6.302-1 authority, though all responsible sources may express their interest and capability to respond to the requirement. The procurement is structured as a pre-solicitation notice rather than a competitive request for proposals, with delivery terms specified as FOB Origin. The response deadline is September 30, 2025, with interested parties having 45 days from the publication date to submit capability statements or proposals (reduced to 30 days if award is made under an existing Basic Ordering Agreement).
This procurement does not utilize any set-aside designations and falls under the rechargeable batteries product service code (PSC 6140). The contract opportunity specifies a quantity of 1,366 units of the battery assembly, with technical data package version 009 and reference number B059. No specific incumbent contractor or current service provider is identified in the notice, nor are any budget ranges or estimated award values disclosed. The procurement timeline extends through September 2025, providing contractors with an extended period to assess their capabilities and prepare responses. The government has made clear that standard military specifications and documents are available through the DoD Single Stock Point, though specialized patterns, drawings, and purchase descriptions are not maintained at that location.
