About this opportunity

The Department of Veterans Affairs (VA) National Acquisition Center is seeking to procure various battery types for hearing aids and associated medical devices through a full and open competitive solicitation. The procurement will establish multiple firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) contracts to ensure battery availability for veterans' medical equipment. Offerors must submit a comprehensive proposal including a completed SF 1449, a detailed pricing sheet, physical samples of each battery type, and supporting documentation such as an authorized distributor letter or small business subcontracting plan. The evaluation will be conducted using a Lowest Price Technically Acceptable (LPTA) methodology, with particular emphasis on specific battery types like the ZA312 Mercury Free zinc-air battery. Critical deadlines include May 13, 2025, at 4:00 pm CST for submitting questions, and May 16, 2025, at 4:00 pm CST for final proposal submissions, with electronic submissions required directly to the Contract Specialist and Contracting Officer.

The solicitation is not set aside for small businesses and is open to battery manufacturers under NAICS code 335910, with a small business size standard of 1,250 employees. The contract will cover a base year from September 1, 2025, through August 31, 2026, with four potential one-year option periods, potentially reaching a total contract value of approximately $72 million. Estimated battery quantities range dramatically, from 140 to 175,750,000 units across eight different battery types and contract line items (CLINs). The place of performance is specified as Golden, Colorado, with delivery F.O.B. Destination to the VA Denver Logistics Service. The procurement targets global battery manufacturers, with strict requirements including Trade Agreements Act (TAA) compliance and restrictions on batteries from non-compliant countries. The VA intends to make multiple awards, including primary and secondary contractors for certain battery types, to ensure robust and consistent battery supply for veterans' medical devices.
